1引言

隨(sui)著建(jian)(jian)筑(zhu)(zhu)業(ye)的(de)發展,配(pei)電(dian)(dian)系統(tong)在樓(lou)宇建(jian)(jian)筑(zhu)(zhu)特別是(shi)高層建(jian)(jian)筑(zhu)(zhu)中的(de)比重也隨(sui)之加大。現代的(de)建(jian)(jian)筑(zhu)(zhu)的(de)功能越來越完善(shan),變(bian)配(pei)電(dian)(dian)工(gong)(gong)程、空調工(gong)(gong)程、機電(dian)(dian)工(gong)(gong)程、電(dian)(dian)梯工(gong)(gong)程、消防工(gong)(gong)程等(deng)工(gong)(gong)程設施設備與(yu)建(jian)(jian)筑(zhu)(zhu)體相結合,敷設的(de)電(dian)(dian)氣(qi)(qi)線路變(bian)得(de)更為(wei)復(fu)雜,火(huo)災隱患明(ming)顯增多。近來來平均每年(nian)發生建(jian)(jian)筑(zhu)(zhu)電(dian)(dian)氣(qi)(qi)火(huo)災事故(gu)約5萬起,在火(huo)災事中的(de)占比約30%,電(dian)(dian)氣(qi)(qi)全(quan)安成為(wei)建(jian)(jian)筑(zhu)(zhu)安全(quan)管理的(de)重要內容。

2建筑電氣(qi)安全管理的(de)現狀

建筑電(dian)氣(qi)安(an)全管(guan)理(li)涉及(ji)面非常(chang)廣,是公共場所(suo)建筑設施、多層(ceng)建筑、高層(ceng)建筑、工(gong)業(ye)企業(ye)廠房(fang)及(ji)古建筑安(an)全管(guan)理(li)的(de)(de)重要(yao)內容,以(yi)(yi)建筑消(xiao)防(fang)(fang)為例,通(tong)過(guo)傳感器檢(jian)測監測區域的(de)(de)煙霧濃度、溫度等指標,把這些指標轉化為電(dian)信號并控制消(xiao)防(fang)(fang)系統動(dong)(dong)作(zuo),達(da)到提(ti)高樓宇(yu)建筑中(zhong)電(dian)氣(qi)安(an)全性能的(de)(de)目的(de)(de)。近年來我(wo)國逐步(bu)推廣應用火(huo)災(zai)自動(dong)(dong)報警與(yu)聯動(dong)(dong)控制系統,有關資料顯示(shi),我(wo)國已安(an)裝的(de)(de)電(dian)氣(qi)安(an)全監控系統超過(guo)100萬套,相應投入超過(guo)千億元,但總體效果還沒(mei)有達(da)到理(li)想(xiang)要(yao)求,究其原(yuan)因主要(yao)在(zai)以(yi)(yi)下三(san)個(ge)方(fang)面。

2.1大量電氣(qi)安全隱(yin)患在電氣(qi)安全孤島(dao)化管(guan)理模式(shi)下難(nan)以

我(wo)們知道(dao)樓(lou)宇電(dian)(dian)(dian)氣安(an)(an)全(quan)涉及電(dian)(dian)(dian)力(li)(li)系統、運行(xing)(xing)(xing)維(wei)護(hu)、管(guan)(guan)理(li)部門(men)和電(dian)(dian)(dian)力(li)(li)用(yong)戶等(deng)環節(jie),其中運行(xing)(xing)(xing)維(wei)護(hu)是(shi)重要的環節(jie)。目前運行(xing)(xing)(xing)維(wei)護(hu)人(ren)員多(duo)為臨時工,人(ren)員變動較為頻繁,在(zai)電(dian)(dian)(dian)工技能、技術手段和工作(zuo)責任心等(deng)方面難(nan)以與電(dian)(dian)(dian)氣安(an)(an)全(quan)管(guan)(guan)理(li)的要求還有一定差距,經常出(chu)現(xian)老(lao)的電(dian)(dian)(dian)氣安(an)(an)全(quan)隱(yin)患還沒發現(xian)、新的電(dian)(dian)(dian)氣安(an)(an)全(quan)隱(yin)患又進一步形成(cheng)的現(xian)象。而電(dian)(dian)(dian)力(li)(li)管(guan)(guan)理(li)部門(men)掌(zhang)握電(dian)(dian)(dian)力(li)(li)系統運行(xing)(xing)(xing)與安(an)(an)全(quan)信息的來(lai)源主要靠(kao)電(dian)(dian)(dian)工,電(dian)(dian)(dian)工如不匯(hui)報,管(guan)(guan)理(li)人(ren)員很(hen)難(nan)發現(xian)電(dian)(dian)(dian)氣安(an)(an)全(quan)隱(yin)患,電(dian)(dian)(dian)氣安(an)(an)全(quan)隱(yin)患沉積增(zeng)多(duo),形成(cheng)了運行(xing)(xing)(xing)維(wei)護(hu)環節(jie)“孤(gu)島化(hua)"模式。研(yan)究人(ren)員分(fen)析發現(xian)“孤(gu)島化(hua)"管(guan)(guan)理(li)模式是(shi)電(dian)(dian)(dian)氣安(an)(an)全(quan)隱(yin)患得(de)以存續的主要原因。

2.2缺乏(fa)與樓宇建(jian)筑低壓配(pei)電系統電氣安全(quan)管(guan)(guan)理相匹配(pei)的管(guan)(guan)理機制

近年,中國(guo)消(xiao)費者協會、中國(guo)家(jia)電(dian)(dian)行業協會和(he)國(guo)家(jia)標準化委員會等門部聯合對20多個城市開展居民(min)用(yong)電(dian)(dian)環(huan)境調查,存在(zai)(zai)用(yong)電(dian)(dian)安(an)(an)全隱患的(de)用(yong)戶(hu)(hu)占比高(gao)達75.9%。通(tong)過分析樓(lou)(lou)宇建(jian)筑(zhu)(zhu)低壓配電(dian)(dian)系統(tong)電(dian)(dian)氣(qi)安(an)(an)全管(guan)理的(de)機制,發現:我國(guo)樓(lou)(lou)宇建(jian)筑(zhu)(zhu)低壓配電(dian)(dian)系統(tong)由沒(mei)有(you)技術能力的(de)業主敷(fu)設(she)并管(guan)理,電(dian)(dian)力部門基本不(bu)(bu)涉足(zu);消(xiao)防部門主要是對樓(lou)(lou)宇建(jian)筑(zhu)(zhu)工程項目完(wan)工后做消(xiao)防檢(jian)收(shou),面(mian)樓(lou)(lou)宇低壓配電(dian)(dian)系統(tong)特別(bie)是居民(min)戶(hu)(hu)內配電(dian)(dian)系統(tong),屬于(yu)在(zai)(zai)消(xiao)防檢(jian)收(shou)完(wan)結后業主開展的(de)裝(zhuang)修工程;業主在(zai)(zai)進得裝(zhuang)修時又因專(zhuan)業、技術知識(shi)及安(an)(an)全意識(shi)不(bu)(bu)足(zu),難以做到(dao)樓(lou)(lou)宇低壓配電(dian)(dian)氣(qi)系統(tong)的(de)安(an)(an)全管(guan)理。三方(fang)面(mian)的(de)原因造成了(le)樓(lou)(lou)宇建(jian)筑(zhu)(zhu)低壓配電(dian)(dian)系統(tong)的(de)用(yong)電(dian)(dian)安(an)(an)全問題(ti)實際上處于(yu)“三不(bu)(bu)管(guan)"狀(zhuang)態。

2.3現(xian)有的監測(ce)手(shou)段、技術措施與管理(li)系統陳舊落后

監測手段:如(ru)僅(jin)檢測溫度或漏電流(liu),預測電氣(qi)安(an)全(quan)隱(yin)患的效果較差,對于(yu)線路老(lao)化、接(jie)觸不(bu)(bu)良等電氣(qi)安(an)全(quan)隱(yin)患難以預測。技術措(cuo)施:例如(ru)技術參數的門限值存(cun)在人(ren)為調高(gao)門限值現(xian)象,監測系(xi)(xi)統形同(tong)虛(xu)設;又如(ru)報(bao)(bao)警(jing)(jing)信(xin)息(xi)不(bu)(bu)直觀,不(bu)(bu)便于(yu)管理(li)人(ren)員(yuan)及時掌握存(cun)在的電氣(qi)安(an)全(quan)隱(yin)患,提早處置;管理(li)系(xi)(xi)統:很多樓(lou)宇(yu)電氣(qi)安(an)全(quan)報(bao)(bao)警(jing)(jing)裝置沒(mei)有(you)與(yu)自動報(bao)(bao)警(jing)(jing)與(yu)聯(lian)動控制系(xi)(xi)統對接(jie)并集(ji)中管理(li)。

3電(dian)氣安全與能效管理

3.1樓宇(yu)建筑電(dian)氣安全(quan)與能效管理(li)理(li)念(nian)
